What notices must a site display?

Wage rates, pay dates, hours of work, holidays, fines, the inspector's details and the POSH notice. The statutory notice board, rule by rule.

At least seven, from four laws. The Code on Wages 2019 requires wage rates, the wage period and the pay date on the board (s.50(2)); the OSH Code 2020 a notice of periods of work (s.31) and a general workplace notice under its rules; the POSH Act 2013 the penalties for harassment and the Internal Committee; and Tamil Nadu's holidays Act the year's holiday list.

The notices, and where each comes from

Each notice has its own source and its own content, and most must be in the language the workers read. For a Tamil Nadu factory or warehouse, the State's draft rules under the Codes set the detail:

NoticeWhat it must showSource
Code on Wages noticeAn abstract of the Code; category-wise wage rates; wage period; day, date and time of payment; name and address of the Inspector-cum-FacilitatorCode on Wages s.50(2)
Workplace notice boardName, address and registration number of the establishment; hours of work; wage period; pay date; the Inspector-cum-Facilitator's name, address and phone number; date of payment of unpaid wagesTN draft OSH Rules r.34; Central r.73
Notice of periods of workFor every day, the periods during which workers may be required to work; Form VI, copied to the Inspector-cum-FacilitatorOSH Code s.31; TN draft OSH Rules r.32
Rest dayThe weekly rest day fixed for each employee, and any change before it takes effectTN draft Code on Wages Rules r.7
List of acts and omissions that attract finesOnly acts and omissions approved by the government; copy to the Inspector-cum-FacilitatorCode on Wages s.19(2); TN draft Code on Wages Rules r.15
Holidays for the yearThe national and festival holidays allowed under the ActTN Industrial Establishments (National and Festival Holidays) Act 1958, s.4
Sexual harassmentThe penal consequences of sexual harassment, and the order constituting the Internal CommitteePOSH Act 2013, s.19(b)

The Central rules add one item the Tamil Nadu draft does not: rule 73 of the OSH (Central) Rules 2026 also requires details of accidents and dangerous occurrences in the establishment for the last five years on the board, and rule 6(4) requires the certificate of registration to be displayed. A site governed by the Central rules carries both [VERIFY: whether Tamil Nadu's final OSH rules add either].

In which language

In the language the workforce reads, which on most Tamil Nadu floors means Tamil and English at least. The Tamil Nadu draft's notice of periods of work must be "in Tamil, English and language understood by the majority of the employees" (r.32), the fines notice "in vernacular and English language" so that "every concerned employee would be able to easily read the contents" (draft Code on Wages Rules, r.15), and the general notice board "in Tamil or English" (r.34). The Central rules require English or Hindi and the local language (r.73).

For a site with a crew from another state, the rules' floor is not the practical one. A notice of periods of work in Tamil and English that a crew from Odisha or Bihar cannot read tells them nothing about when they can be required to work, and the same is true of the POSH notice. Adding the crew's language costs a printout.

Changing the notice of periods of work

Not without telling the inspector first. Section 31(3) of the OSH Code requires any proposed change in the system of work that changes the notice of periods of work to be intimated to the Inspector-cum-Facilitator before the change is made, and, without the inspector's previous sanction, no further change may be made until one week has passed since the last one. A site that reshuffles shifts every few days to match orders has to plan the roster around that week.

Whose board, when the crew is a contractor's

The duties sit with each employer, but the board the worker reads is the site's. The Code on Wages counts the contractor as an employer, so the wage-rate notice, the pay date and any fines list for a contract crew are the contractor's to display; under the Central rules the contractor must also display a notice of the wage period and the date and time its crew is paid, and send a copy to the principal employer (r.98(6)). The notice of periods of work, the holiday list and the POSH notice cover the establishment, and they are the site's.

In practice that means one board, or one panel per contractor beside the site's own notices, at the place the crew actually passes: the gate, the canteen or the time office. A notice in the contractor's site office that the crew never enters has been displayed on paper only.

What a site should check

  • Every notice is current. Wage rates after each 1 April revision, the holiday list for this year, the Inspector-cum-Facilitator's current details, the Internal Committee as now constituted.
  • Every contractor has its panel. Wage rates, pay date and wage period for each crew, kept up to date by the contractor and checked by the site.
  • Every crew can read it. Tamil and English at least, plus the language of any crew that reads neither.
  • The periods-of-work notice matches the roster. And a record of the intimation to the inspector before the last change.

Frequently asked questions

What notices must a factory in Tamil Nadu display?

At least the Code on Wages notice of wage rates, wage period and pay date (s.50(2)); the OSH Code notice of periods of work (s.31); the general workplace notice under Tamil Nadu's draft OSH rules; the rest-day and fines notices under the draft Code on Wages rules; the year's holiday list under the 1958 holidays Act; and the POSH Act notice of penalties and the Internal Committee.

In what language must statutory notices be displayed?

Tamil Nadu's draft rules require the notice of periods of work in Tamil, English and the language understood by the majority of employees, and the fines notice in vernacular and English. The general notice board must be in Tamil or English. The Central rules require English or Hindi and the local language. A site with migrant crews should add their language.

Can a site change its shift timings without notice?

No. Section 31(3) of the OSH Code requires any change in the system of work that alters the notice of periods of work to be intimated to the Inspector-cum-Facilitator before it is made, and no further change may be made until a week has passed since the last one, unless the inspector sanctions it.

Does the contractor or the site display notices for a contract crew?

Both. The contractor, as employer under the Code on Wages, displays its crew's wage rates, wage period and pay date, and under the Central rules must also display its wage disbursement notice and copy it to the principal employer. The notice of periods of work, the holiday list and the POSH notice cover the whole establishment and are the site's.
